CLINTON COUNTY AREA SOLID WASTE AGENCY

Chairman Richards called the meeting to order at 6:30. Roll call was taken. Those present were:

Clinton County joined the meeting late.
Clinton made a motion to approve the minutes of the August 10 2006 meeting. Delmar seconded the motion. Motion unanimously carried.
AUDIENCE COMMENTS (none)
Grand Mound made a motion to approve the unanimous consent calendar. Clinton seconded the motion. Motion unanimously carried.
DIRECTOR OF OPERATIONS AND EDUCATION REPORT
EDUCATION: The Enviro Kids program finished with a total of 65 children attending. This year’s sponsors have agreed to participate again next year. We are a sponsor for the Kids Day America that will be on Saturday September 16.
ELECTRONIC RECYCLING: The program is going well. We had good coverage from the media on the program. All the cities and haulers were notified of the changes.
RECYCLING CENTER ADDITION: The cement work for the addition is done and the steel frame is up.
LANDFILL PERMIT RENEWAL: Permit was received.
AGENCY FISCAL YEAR 2005-2006 AUDIT): The audit will begin on Monday September 18.
ENGINEER SITE REPORT C.J. Lage of Barker Lemar
CH. 113 LANDFILL RULE FINAL DRAFT – OVERVIEW FROM BARKER LEMAR WORKSHOP ON AUGUST 17, 2006: The final draft of the Ch. 113 rules were presented to the board. The draft has not gone to EPC for approval yet. Lage explained what were federal and state regulations regarding the rules. The biggest impact for the agency will be the groundwater monitoring requirements.

STANDING AND SUB COMMITTEES
OPERATIONS COMMITTEE MET SEPTEMBER 7, 2006, AT 5:45 PM. Liegois gave an overview at the meeting of what is happening at the landfill. The Bio-Reactor will operate until Thanksgiving, weather permitting. This has been a good year of operation for the bio-reactor.
In mid to late October we will have an Open House for the addition to the Household Hazardous Building, which is part of the grant requirement.
The committee talked about the Medical Waste and how to handle it. We would like to see a permit issued for an incinerator to handle this waste. It is not safe to flush the waste, even though that is what pharmacists tell you. The members of the agency think that it might be a good idea to have a one day event to help the citizens with a clean up of medical waste.
UNFINISHED BUSINESS:
A. ALLIED WASTE The company is not interested in purchasing the landfill at this time. Liegois is waiting to see if they are interested in the possibility of discussing a commercial contract.
