CLINTON COUNTY AREA SOLID WASTE AGENCY

9  PRESENT

 

Chairman Richards called the meeting to order at 6:35.  Roll call was taken.  Those present were:

Low Moor made a motion to approve the minutes of the August 9, 2007 meeting.  DeWitt seconded.  Motion unanimously carried.

 

AUDIENCE COMMENTS  (none)

 

Clinton made a motion to approve the unanimous consent calendar.  Delmar seconded.  Motion unanimously carried.

 

DIRECTOR OF OPERATIONS AND EDUCATION REPORT

DNR INSPECTION RESPONSE UPDATE: Director Brad Seward sent a letter to the DNR addressing the additional containment for the collection of waste oil and video camera monitoring. A response letter addressing the storm water inspection will also be sent to the DNR.

 

ISOSWO FALL CONFERENCE:  Seward, Jason Bahnsen, and Brock Swan will be attending this conference.

 

RCC MEETING:  Seward and Bahnsen will be attending this meeting.  The RCC report was submitted on time.

 

EDUCATION:

1.         KIDS DAY AMERICA:  Will be held September 22, 2007.  Enviro-Scape Models will be on display to show how water run off affects us.

 

2.                  SENIOR FALL TUNE UP:  To be held October 4, 2007, in conjunction with CCC and RSVP.

 

3.                  ENVIRO KIDS:  Over 40 children participated, including some from Illinois.  The program went very well.

 

LEACHATE DISCHARGE:  In August the Agency discharged over one million gallons to City of Clinton Wastewater Treatment.  A question was asked why the leachate lagoon was not empty. Seward explained that the heavy rains in August contributed to increased water levels.

 

RIVER CLEANUP:  The cleanup was held on the Wapsi and Mississippi Rivers. Waste, recycling and tires were brought to CCASWA. A question was asked as to where the cleanup started and ended on the Wapsi River.  Seward thought that it mostly took place on the eastern Wapsi.

 

COMPOSTER PERMIT APPLICATION AND RCC PERMIT UPDATE:  Seward and Barker Lemar are working on the permit renewal documents.

 

ENGINEER SITE REPORT C.J. Lage for Barker Lemar

A.     LANDFILL CELL PROJECT UPDATE:  The engineer will be checking the Construction Certification for the new landfill cell. The cell is ready to go and is awaiting DNR approval. Lage noted that after installing the leachate retrofit in Ravine 2 that the area was found to be dry as a bone at the last inspection.

STANDING AND SUB COMMITTEES: 

A.     OPERATIONS COMMITTEE:  The committee will meet on October 4, 2007 at 6 PM to discuss many items. 

 

UNFINISHED BUSINESS:

B.    CLOSED LANDFILL – HABITAT AREA:  Seward e-mailed Mick Leat about placing a possible habitat zone on closed landfill areas. Leat thought that this could be done. Leat also said the concern would be root depths of the plants. Seward said there could not be any water placed on the closed landfill areas. Leat said that a biologist should be consulted on such a project. The Clinton County representative suggested the county weed commissioner who is a certified biologist.

 

NEW BUSINESS:  (none)

When a question was asked if the Agency was giving any thought to enclosing the bio-reactor, Seward explained that the bio-reactor has been shut down for winter and is empty so that the needed repairs can take place. A company will be coming to look at the bio-reactor and Seward will remind the company about possibly removing a piece of equipment previously purchased from the agency.

Delmar made a motion to adjourn until the next regularly scheduled meeting on October 11, 2007, at the Recycling Center at 6:30.  Clinton seconded.  Motion unanimously carried.  Adjourned at 6:52.
