CLINTON COUNTY AREA SOLID WASTE AGENCY

Chairman Richards called the meeting to order at 6:31. Roll call was taken. Those present were:

Grand Mound joined the meeting late.
Clinton made a motion to approve the minutes of the May 11, 2006 meeting. DeWitt seconded the motion. Motion unanimously carried.

DIRECTOR OF OPERATIONS AND EDUCATION REPORT
SUMMER ACTIVITIES:
1. CLINTON COUNTY ENVIRO KIDS program will take place this summer. Forty plus children have already signed up for the program that will start July 15 and run every other Saturday until September 9. Five programs are planned.
2. CLINTON RIVERBOAT DAYS the Iowa DNR education trailer will be at Riverboat Days. The trailer has interactive games and displays.
As concerning the River Clean Up that we were planning on doing. The event is not going to happen this year. Living Lands Clean Up wants to work on river restoration but is looking for one big sponsor to work with. A question was asked if we could go on our own and have a clean up. Liegois would need to get volunteers with boats and would have to change liability insurance options. She said, this might be something we look into for the future.. Liegois said we might look at doing a mini clean up of a beach or other activity with our Enviro Kids program that day.
LANDFILL RULES CH. 113. UPDATE: There are no new updates at this time. The DNR is looking at the comments that were submitted. Liegois email the DNR and asked for someone to come to our board meeting and explain the changes. The DNR responded to that email saying that they could not come, but they would welcome our coming to Des Moines to talk to them there. Liegois asked if there was anyone interested in a trip to Des Moines to speak to the DNR.
IOWA DNR FIELD OFFICE VISIT (SEE ATTACHED: The visit took place the day after our last board meeting. Overall we had a good rating.
RECYCLING BROKER/PRODUCT CHANGES: Kirchoff Distributing has decided to handle their own glass, so we will not be receiving from them anymore. City Carton will be working with us in the future for our non- fiber items.
ENGINEER SITE REPORT C.J. Lage of Barker Lemar reported:
A. SUBTITLE D LANDFILL CELL DESIGN UPDATE: Barker Lemar is working on the changes that will go to the DNR.
B. EXCAVATION WORK FOR NEW CELL
C. CLOSURE OF RAVINE #5 four and one half acres will be closed and the excavation work for the new cell with the 20% slope will begin.
D. LEACHATE DISPOSAL: 967,000 gallons of leachate were pumped out to the Waste Water Treatment Plant. Everything went fine with the discharge.

UNFINISHED BUSINESS
A. ALLIED WASTE After our last meeting and the newspaper articles that were published, Allied Waste came for a tour of the facilities and sent Liegois a report that she needs to fill out for them. She does not have all the correct figures right now, due to the DNR’s decision to require a 20% slope instead of the 5% slope for the Subtitle D cell. Liegois is getting the correct figures from Barker Lemar and will then fill out the report. A question was asked as to how much time it took to fill out the report. It has already taken several hours to get the information that they want. Liegois thinks that she will be able to get this information to Allied in the next couple of weeks, and then after they have looked the information over, they will come to the agency with a proposal. The representative from Charlotte wanted to know why we are talking about selling the landfill. Right now all these programs are in place and if Allied doesn’t continue with these programs, that the state has mandated, then the cities will have to develop their own programs to cover what the landfill is currently doing.
After much discussion on this issue and what actually was said at the meeting that Allied Waste had with Clinton, Clinton County, DeWitt and Camanche; without the other municipalities from this board being invited. Charlotte made a motion that we stop all talks with Allied Waste about selling the landfill and pursue other options. DeWitt seconded the motion. Roll call vote was taken.
