CLINTON COUNTY AREA SOLID WASTE AGENCY

Chairman Richards called the meeting to order at 6:32. Roll call was taken. Those present were:

DeWitt made a motion to approve the minutes of the November 13, 2005 meeting. There was no meeting in December 2005 due to the weather. Delmar seconded the motion. Motion unanimously carried.

Delmar made a motion to approve the unanimous consent calendar. Charlotte seconded the motion. Motion unanimously carried.
ELECTION OF OFFICERS
All of the present officers have agreed to continue in their offices this year. Clinton made a motion that the present officers again serve for 2006. DeWitt seconded the motion. Roll call vote was taken.

DIRECTOR OF OPERATIONS AND EDUCATION REPORT
EDUCATION: Liegois reported that 500 students were reached with the education programs. This number is down, which could be from the fact that gas prices are higher and that school are not taking as many field trips. Liegois has been assisting Carla Hilgenberg, a teacher from the Clinton School District with a environmental grant program.
The Enviro Kids program received an award from the 2005 Conservation Board. They will be doing a formal press release at a later date.
Upcoming planned events are a Compost Workshop, Enviro Kids for 2006, and the Schools Districts Enviro programs.
RCC: The building is done and new signs are up. Drop off area is done. Right now they are working on the inside of the new building.
BIO-REACTOR: November 15, 2005 the bio-reactor was closed down for the winter months. The operator, Dennis Redmon is helping with other items at the landfill. Redmon and Liegois are taking an online compost certification class.
IOWA DNR RULES FOR COMP PLAN AND PERMITTING (SEE ATTACHED) Liegois wants to know if the agency wants to participate in this endeavor in having an attorney check the law and write a letter to the DNR concerning the misinterpretation of the Iowa law by the DNR concerning existing Comp Plans and waste exportation through Iowa-permitted transfer stations. Ten agencies have issues concerning this misinterpretation of the Iowa Code. Those ten agencies will share the cost for the attorney fees and this could possibly run 2 to 3 hundred dollars for the attorney’s time in preparation of the letter and participation in any meetings or return correspondence from the DNR. Each agency will be billed for their share of the costs. After much discussion Delmar made a motion that we financially and publicly support this endeavor. DeWitt seconded the motion. Roll call vote was taken.

ISOSWO LEGISLATIVE POSITIONS FOR 2006 SESSION: Ban open burning of garbage and the Bottle Bill issue.
WASTE WATER DISCHARGE PERMIT WITH THE CITY OF CLINTON: Liegois received the permit the end of December. We are set to go when we are ready to discharge.
ENGINEER SITE REPORT C.J. Lage of Barker Lemar reported:
A. SANITARY SEWER FORCE MAIN PROJECT Still waiting on the pump to arrive. It will need to be put together and installed once it arrives. About 25 foot of line still needs to be hooked up. It should be installed by next month. Then the City of Clinton will do a final inspection.
B. SUBTITLE D CELL: Received the comments back from the DNR on the plan and they are working on them.
C. RAVINE #5 CLOSING A total of 5.8 acres to be closed in spring or early summer.
D. 2005 WATER QUALITY REPORTS: Two of the monitoring wells (90-6 and 90-7) need to be reinstalled. This is scheduled for next week and then quarterly samplings will need to be taken.
COMMUNICATIONS FROM ANY AGENCY MEMBERS OR THEIR CONSTITUENTS
Clinton County brought up that there was a concerned citizen in the Western Clinton County that wanted to see our services expanded in a satellite location. Clinton County responded that this is something that would have to be decided on by the solid waste agency. A letter was forwarded to CCASWA’s office regarding the concerns from a current business that handles appliances in the West Clinton County area.

B. BUDGET ADJUSTMENT FOR 2006 FISCAL YEAR (SEE ATTACHED) The fork lift cost $24,448.65, arrives tomorrow. See attached to see how paid for. Delmar made a motion to accept the budget adjustments. Charlotte seconded the motion. Roll call vote was taken.

C. BARKER LEMAR ENGINEERING GENERAL SERVICE PROPOSAL (SEE ATTACHED) Clinton County made a motion that we accept the proposal. DeWitt seconded the motion. Roll call vote was taken.
