CLINTON COUNTY AREA SOLID WASTE AGENCY

Chairman Richards called the meeting to order at 6:35. Roll call was taken. Those present were:

Delmar joined the meeting late.
DeWitt made a motion to approve the minutes of the January 10, 2008 meeting. Clinton County seconded. Motion unanimously carried.
AUDIENCE COMMENTS: none
Camanche made a motion to approve the unanimous consent calendar. DeWitt seconded. Motion unanimously carried.
DIRECTOR OF OPERATIONS AND EDUCATION REPORT
A. BI-STATE WASTE COMP PLAN UPDATE: The plan is finished and is due to the DNR on March 1, 2008. Director Seward gave each board member a copy of the plan on CD.
B. LEACHATE DISCHARGE: 1,100,000 gallons were discharged in January.
C. RCC MEETING: The meeting will be February 22, 2008 in Anamosa.
D. ISOSWO HOT TOPICS CONFERENCE: The conference will be held March 5-7, 2008, to go over the new rules.
E. ISOSWO LEGISLATIVE POSITIONS/LEGISLATIVE UPDATE: The bottle bill proposal would not increase the amount of the deposit consumers would pay, but would add several types of bottles to be included in the deposit. Senate Bill 2099 on waste oil filters will go into effect July 1, 2008, if it passes.
F. 2007 APPLIANCE DEMANUFACTURING & CRT DISPOSAL FIGURES: 1100 appliances, over 300 pounds of refrigerant, and 50,000 pounds of CRTs were processed and diverted from the landfill.
ENGINEER SITE REPORT C.J. Lage for Barker Lemar reported that the Chapter 113 compliance plan was submitted and they are now waiting to hear back from the DNR concerning the plan. Lage said that there are some uncertainties concerning the new regulations and he wanted the agency aware that there is a chance the DNR could want changes in the areas at are presently inactive that are going to be abutted on in the future. Barker Lemar intends to proceed with the current plan until we hear differently from the DNR.

STANDING AND SUB COMMITTEES: Personal Committee will need to meet in March.

NEW BUSINESS:
A. SOLID WASTE COMPREHENSIVE PLAN RESOLUTION: DeWitt made a motion that we accept the resolution in support of the Comprehensive Solid Waste Management Plan. Delmar seconded. Roll call vote was taken.
