Chairman Richards called the meeting to order at 6:30. Roll call was taken. Those present were:

Clinton made a motion to approve the minutes of the January 11, 2007 meeting. Andover seconded the motion. Motion unanimously carried.

Clinton made a motion to approve the unanimous consent calendar. DeWitt seconded the motion. Motion unanimously carried.
DIRECTOR OF OPERATIONS AND EDUCATION REPORT
RCC: The annual meeting for the RCC was held and the counties involved renewed their contracts, programming, and finishing up a grant.
appliance demanufacturing rule change The rule change involves the tracking and reporting of items. It does not effect what we collect or charge.
IOWA RECYCLING ASSOCIATIONS LEGISLATIVE POSITION They support the container deposit law and the bottle bill.
ENGINEER SITE REPORT C.J. Lage of Barker Lemar
A. BID TABULATION FOR THE NEW LINER FOR THE NEW LANDFILL CELL Barker Lemar received two bids and they recommends that we go with Clean Air and Water Systems for $386,113.14.
B. bid tabulation for the new landfill cell Barker Lemar received 5 bids for the landfill cell construction. One of the bids was determined not to be a legitimate bid and so that bid was thrown out after discussion with legal council. Barker Lemar recommends that we accept the bid of Steger Construction for $453,372.48. This bid is below the engineer’s cost opinion of $522,928.
C. proposal for q/a from barker lemar: The cost for this will be $138,500 which includes in part 4 survey events, change overs and anything administrative, soil testing, the abandoning of 4 monitoring wells and the reinstallation of new monitoring wells, and a GPS survey. Clinton made a motion that we accept the proposal from Barker Lemar for the Q/A. Andover sectioned the motion. Roll call vote was taken.

STANDING AND SUB COMMITTEES:
A. OPERATIONS COMMITTEE The committee met Thursday, February 1, 2007. Liegois is still in negotiations with Allied Waste concerning a commercial contract rate. Budget items for 2007-2008 were presented.
B. PERSONNEL COMMITTEE Will meet Thursday, March 1, 2007 at 5:45 at landfill office to talk about wages and benefits for next fiscal year.
UNFINISHED BUSINESS:
A. LANDFILL OPERATIONS FOR FISCAL YEAR 2007-2008: Barker Lemar is working on the wording for the bid to go out for operation of the landfill. Items to be added to the bid are litter pick up, if operations are not taken care of a penalty imposed, and if the compaction rate is better than what is required some kind of benefit. The agency will handle their own snow removal. The bid is to go out March 1, 2007, the prebid meeting will be March 22, and bids are due back on March 27. Cost for the document preparation and letting period is $7,500. Clinton made a motion that we accept Barker Lemar’s proposal of $7,500. Andover seconded the motion. Roll call vote was taken

A. LINER BID RECOMMENDATION: Clinton made a motion that we accept the liner bid from Clean Air and Water System for $386,113.14 . Andover seconded the motion. Roll call vote was taken.

B. Landfill cell recommendation: Delmar made a motion that we accept the Operations Committee’s recommendation that we accept the bid from Steger Construction for $453,372.48. Clinton seconded the motion. Roll call vote was taken.

EMERGENCY BUSINESS: Laura Liegois tended her letter of resignation. She has accepted a position as Solid Waste Manager in Muscatine, Iowa. Her last day with the CCASWA will be March 9, 2007.
Delmar made a motion that we adjourn until our next regularly scheduled meeting on March 8, 2007, at the Recycling Center at 6:30. Clinton seconded the motion. Motion unanimously carried. Adjourned at 7:01.
