CLINTON COUNTY AREA SOLID WASTE AGENCY

Chairman Richards called the meeting to order at 6:31. Roll call was taken. Those present were:

DeWitt made a motion to approve the minutes of the January 12, 2006 meeting. Delmar seconded the motion. Motion unanimously carried.

Delmar made a motion to approve the unanimous consent calendar. Charlotte seconded the motion. Motion unanimously carried.
DIRECTOR OF OPERATIONS AND EDUCATION REPORT
RCC: The semi-annual state meeting was held last week. The DNR is pushing for awareness of Household Hazardous Waste and wants all counties in Iowa to have a Household Hazardous Waste collection site.
IOWA DNR SITE VISIT: The DNR made a site visit at both the East and West sites on January 10, 2006. Everything was fine at the West site. At the East site the DNR representative wants to see a containment container under the container used for the motor oil containment. The area is already double contained, but we look into the options of a container under the container to catch anything that spills.
APPLIANCE DEMANUFACTURING PERMIT: This permit is due in March. The only thing that will change on the permit is the location of where we will be storing the appliances this year.
AWARD: Liegois showed the agency members the plaque that we received for the Clinton County Enviro Kids Program from the 2005 Conservation Board.
ENGINEER SITE REPORT C.J. Lage of Barker Lemar reported:
A. SANITARY SEWER FORCE MAIN PROJECT The pump and control panel are installed. The project should be completed next month.
B. SUBTITLE D CELL: Received the comments back from the DNR on the Subtitle D cell plan. The DNR’s concern has to do with the drainage layer of the cell. Barker Lemar is working on this.
B. FINANCIAL ASSURANCE We have three options to go with (see attached). One option is to go by the tonnage amount that can be placed in the landfill area. Another option is to continue to use a Letter of Credit.
C. The third option is to use a ten year mechanism and make a $98, 815 payment into the Closure – Post Closure fund for the next ten years, at which time the Closure – Post Closure fund would be fully funded. Once the Subtitle D design is approved that will give us 160 years of life with the landfill. Barker Lemar recommends that we go with the 10 year mechanism option and place $98, 815 into the Closure – Post Closure fund this year.

STANDING AND SUB COMMITTEES
A. Operations Committee Met on February 2, 2006. (See attached) Things discussed were: finance assurance; the new Subtitle D cell; a public drop off cement area for residents to drop of garbage (eliminating the need for residents to go out to the fill area of the landfill); commercial contract rates; a new addition to the recycling center for the next fiscal year (this addition would be to replace the old semi trailers that are presently used for storage; these trailers are falling apart); maintenance on the bio-reactor to replace a seal in a trunion roller; continuing with the same spring and summer programs as were used last year; and a change in a farm lease.
B. Personal Committee to meet March 2, 2006 at 5:45.

NEW BUSINESS:
A. FINANCIAL ASSURANCE (See attached) We have three options. Barker Lemar recommends that we go to the straight payment plan over ten years and make a $98,815 payment and use no Letter of Credit for this year. We are still waiting for the final approval of the Subtitle D design from the DNR, which once we receive will give us 160 years of landfill life. Delmar made a motion that we accept Barker Lemar’s recommendation and go with the straight payment of $98,815 and use no Letter of Credit for this year for the Closure-Post Closure fund. Andover seconded the motion. Roll call vote was taken.
