CLINTON COUNTY AREA SOLID WASTE AGENCY

DECEMBER 14, 2006

 

 

Before the meeting started Lewis Todtz, the representative for Clinton County was recognized for his years of service with the agency.

 

Chairman Richards called the meeting to order at 6:45.  Roll call was taken.  Those present were:

DeWitt made a motion to approve the minutes of the November 9, 2006 meeting.  Clinton seconded the motion.  Motion unanimously carried.

 

AUDIENCE COMMENTS  (none)

 

Clinton made a motion to approve the unanimous consent calendar.  Low Moor seconded the motion.  Motion unanimously carried.

 

DIRECTOR OF OPERATIONS AND EDUCATION REPORT

BIOREACTOR:  The new motor is in and running well.  Officially the reactor is empty and by next week will be shut down.

 

IOWA DNR WORKGROUP/COMMITTEE ON OPEN BURNING:  A meeting was held December 6, 2006.  Liegois said that there is a concern for air quality in this area and the DNR would like to see some action taken.

 

SUSTAINABLE COMPUTER RECYCLING INITIATIVE GRANT)  We are still in the running for the grant that we applied for in October.

 

RCC:  This past month a shipment of household hazardous waste went out.  The DNR had some extra money in their budget for the RCC program. They are offering paint can crushers to fix RCC sites.

 

CHRISTMAS TREE DROP OFF:   Drop of from Clinton County residents at no cost from December 26- January 20th.

 

ENGINEER SITE REPORT  C.J. Lage of Barker Lemar

 

A.     NEW LANDFILL CELL COST     In The old design cost was estimated at $1,594,707.00. The new design is estimated at $1,170,492.00. It is important that the agency has the best compaction possible to keep the landfill cell open for as long as possible.

 

B.      IOWA DNR LETTER OF NEW CELL CHANGES     Received a letter of approval from DNR.

 

C.    GROUND WATER MONITORING REPORTS  Nothing out of the ordinary was found.

 

D.    SCHEDULE FOR BID DOCUMENTS FOR NEW CELL  Liegois will have the draft by December 22 and it will then be published by January 2, 2007 . A prebid meeting is scheduled January 25, 2007.    All bids will be due on Thursday February 1, 2007.

SEPARATE BID FOR CELL LINER:  Barker Lemar has several landfills putting in cells this year. CCASWA is going in on a joint liner bid with them. This will save us money and will make it a better situation on the bidding of the cell work.

COMMINUCATIONS FROM ANY AGENCY MEMBERS OR THEIR CONSTITUENTS

The Charlotte representative asked since we now have a new motor, what would the costs be for running the bio-reactor year round?  We would have to enclose the bio-reactor in a building and the piping to bring water to the reactor would have to be winterized.  Right now we get our water for the bio-reactor from the pond.  Liegois said that this can be discussed in the near future.

 

STANDING AND SUB COMMITTEES:

            A.        OPERATIONS COMMITTEE  The committee recommends that we not renew our contract with Brian Gay Construction and that Liegois come back to the board with recommendations for other options.  Presently Brian Gay Construction is receiving $31,000 a month for their services.  After Liegois spoke with Brian Gay Construction about the committee’s decision, he would like to discuss the contract more and have a chance for the bid to be renewed. Liegois discussed this with the committee and they did not want to meet with Brian Gay. He had two and half years to provide the adequate litter fences, staff, snow removal and other items of concern.

NEW BUSINESS:

A.     RENEWAL OF LANDFILL CONTRACT WITH BRIAN GAY CONSTRUCTION  After discussion concerning the recommendation of the Operations Committee in regards to renewal of the contract with Brian Gay Construction, Delmar made a motion that we not renew the contract with Brian Gay Construction, and that we seek information on our options.  Clinton seconded the motion.  Roll call vote was taken.

Low Moor made a motion that we adjourn until our next regularly scheduled meeting on January 11, 2007, at the Recycling Center at 6:30.  Delmar seconded the motion.  Motion unanimously carried.  Adjourned at 7:25.
