CLINTON COUNTY AREA SOLID WASTE AGENCY

10 PRESENT

 

Chairman Richards called the meeting to order at 6:32.  Roll call was taken.  Those present were:

Low Moor and Charlotte joined the meeting late.

 

Clinton made a motion to approve the minutes of the July 13, 2006 meeting.  Delmar seconded the motion.  Motion unanimously carried.

 

AUDIENCE COMMENTS  (none)

 

DeWitt made a motion to approve the unanimous consent calendar.  Clinton seconded the motion.  Motion unanimously carried.

 

DIRECTOR OF OPERATIONS AND EDUCATION REPORT

EDUCATION:  The summer program have been received well, with close to 60 children signed up.   

APPLIANCE DEMANUFACTURING RULE CHANGES: Changes include reporting the exact number of each appliance we receive and how long we store capacitors on site.  

ELECTRONIC RECYCLING:  Effect September 1, all electronic items such as TV’s and Computers must be recycled. Public notices will be placed in the newspapers.

IOWA DNR SITE VISIT:  It had rained just before the inspection took place and so there was some ponding that was noted on the inspection form and also concern that when baling appliances that there be a staff that will sign off.

BARKER LEMAR CH 113 MEETING  Liegois is unable to go to this meeting, but if any agency members would like to go, please let Liegois know.  Lage will be in attendance at this meeting, and will report back to the agency what was discussed.

 

 

ENGINEER SITE REPORT  C.J. Lage of Barker Lemar reported:

A.     SUBTITLE D LANDFILL CELL DESIGN UPDATE:  The DNR has approved the design.  The renewal permit was to be sent out in today’s mail.  Construction of the cell will begin in Spring 2007.

 

B.    EXCAVATION WORK FOR NEW CELL and Closure of Ravine #5. 

 

Brian Gay Construction will begin finishing the four acrea closure on ravine five within the next few weeks. He will also be taking the winter cover out of the new cell area. A survey will be done after winter cover, to see how much dirt is left to be removed. The price for dirt removal for the rest of the cell will be $2.50 per yard and $10,000.00 for removal of trees/ misc work for the cell. Liegois is sending an agreement letter to Gay Construction on these prices.

Clinton made a motion that we adjourn until our next regularly scheduled meeting on September 14, 2006, at the Recycling Center at 6:30.  Delmar seconded the motion.  Motion unanimously carried.  Adjourned at 6:47 P.M.
