CLINTON COUNTY AREA SOLID WASTE AGENCY

Chairman Richards called the meeting to order at 6:36.  Roll call was taken.  Those present were:

            Clinton           Clinton County         DeWitt            Delmar           Goose Lake

 

DeWitt made a motion to approve the minutes of the September 13, 2007 meeting.  Clinton seconded.  Motion unanimously carried.

 

AUDIENCE COMMENTS  (none)

 

Clinton made a motion to approve the unanimous consent calendar.  Clinton County seconded.  Motion unanimously carried.

 

DIRECTOR OF OPERATIONS AND EDUCATION REPORT

Bio reactor update: Director Brad Seward told the board the Bio-Reactor was repaired. The repairs took about a week and cost around $11 thousand. Also the agency and Barker Lemar received an extension until November 8th to have the Bio Reactor permit renewal completed. The permit expires in January. Typically renewals are due to the DNR 90 days before their expiration.

 

TEMPORARY PUBLIC DROP OFF: A temporary public drop off area was used recently to reduce traffic near the new landfill cell. The need for the drop off area has lessened with more space opening up. Seward told the board the temporary drop off area allowed the staff find pros and cons and to come up with ideas for such a facility. Seward said he believes CCASWA and board likes the possibility of a permanent public drop off site.

 

RCC PERMIT RENEWAL:  Work is beginning very soon on the RCC permit renewal. The current permit expires in March of 2008. The renewal needs to be submitted in December.

 

ISOSWO/IRA FALL CONFERENCE UPDATE:  The Fall Conference was held in Coralville. Seward, Jason Bahnsen, and Brock Swan attended. Seward updated the board on topics discussed

 

RCC FALL MEETING UPDATE: Seward and Bahnsen attended the meeting in Clear Lake. Seward updated the board on happenings at that meeting.

 

BI-STATE PLANNING COMMISSION: The commission will meet later this month for a goal setting meeting.

 

EDUCATION: EAGLE HEIGHTS AFTER SCHOOL TOUR: A group of around 40 children will be coming for tours and presentations early next month.

 

ENGINEER SITE REPORT: C.J. Lage for Barker Lemar

A.        LANDFILL CELL PROJECT UPDATE:  The new landfill cell opened up September 21st. Aerial photos of the new cell were also submitted. It appears that everything is going well with the first lift, seeding, and drainage. The sedimentation pond will likely have to be cleaned out this fall or next spring.

B.        SEMI-ANNUAL INSPECTION (FALL) REPORT:

1.         EAST LANDFILL: Landfill inspections were performed on September 13th. Everything looked great on the east site. Ravine two was dry and therefore it appears the leachate retrofit is working properly.

2.         WEST LANDFILL: It was a pretty typical inspection. There were two small leachate seeps, but they were smaller than before. The operator will be asked to address those areas.

 

COMMUNICATIONS FROM ANY AGENCY MEMBERS OR THEIR CONSTITUENTS: (None)

 

STANDING AND SUB COMMITTEES: 

A.        OPERATIONS COMMITTEE:  The committee met October 4 and discussed many items including snow removal, the Bio-Reactor, special waste rates, recycling buyers, and the temporary public drop-off.

B.        OPERATIONS COMMITTEE – NOVEMBER 1, 2007: Operations Committee and possibly the Finance Committee will meet November 1st.

 

UNFINISHED BUSINESS:

A.        CLOSED LANDFILL – HABITAT AREA: Seward told the board he had been contacted by Louis Licht from Ecolo-Tree, which is an Iowa company that installs permitted forests on closed landfill sites. Licht forwarded Seward information about some of the company’s current projects. Seward explained to Licht the agency is still in the early discussion stages of the topic.

Clinton made a motion to adjourn until the next regularly scheduled meeting on November 8, 2007, at the Recycling Center at 6:30.  Delmar seconded.  Motion unanimously carried.  Adjourned at 6:57.
