Chairman Richards called the meeting to order at 6:31. Board members present were:

DeWitt made a motion to approve the minutes of the September 14, 2006 meeting. Delmar seconded the motion. Motion unanimously carried.
AUDIENCE COMMENTS (none)
Low Moor made a motion to approve the unanimous consent calendar. Delmar seconded the motion. Motion unanimously carried.
DIRECTOR OF OPERATIONS AND EDUCATION REPORT
RECYCLING CENTER ADDITION: The building is ready for the electrical work. Liegois is receiving two bids for the electrical.
FALL IRA/ISOSWO CONFERENCE: Liegois spoke on the Enviro Kids program and attended workshops.
SUSTAINABLE COMPUTER RECYCLING INITIATIVE: Liegois is applying for a grant that would get a new piece of equipment and public outreach on education for the electronic program.
OPEN HOUSE FOR RCC BUILDING: Friday October 20, 2006, 11:00 A.M. 2:00 P.M. Lunch will be served at noon, with a ribbon cutting at 1:30 P.M.
The motor for the bio-reactor stopped working. Hub, a company out of Cedar Rapids has looked at it, but they will need to take it to check it out. At this time we dont have any estimates for cost to see what can be done, but Hub will get the motor next week. Clinton County made a motion that we authorize the Executive Committee to make the necessary repairs or get a new motor for the bio-reactor. Low Moor seconded the motion. Roll Call vote was taken.

ENGINEER SITE REPORT C.J. Lage of Barker Lemar
A. FALL SEMI ANNUAL WEST LANDFALL INSPECTION: A few small leachate seeps that the contractor will take care of this fall.
B. FALL SEMI ANNUAL EAST LANDFALL INSPECTION: Everything looked good. The leachate collection system is working well and we have started to pump leachate again to the WWTP before winter.
C. ANNUAL COMPOST FACILITY INSPECTION: The bio reactor was working fine during the inspection and all operators and Director are certified.
D. CLOSURE OF RAVINE # 5: Everything is closed out with the exception of what is needed for the new cell.
COMMUNICATIONS FROM ANY AGENCY MEMBERS OR THEIR CONSTITUENTS
A question was asked as to how much it costs to bring old TVs in, because someone has disposed of one alongside one of the roads in Clinton County. Cost is $15.

NEW BUSINESS:
A. 2005-06 FISCAL YEAR AUDIT Rich Winkel of Clifton Gunderson presented the draft copy of the audit which showed a good year. The only concern on the audit was the segregation of duties, which has and will be an issue for the size of staff. The agency has put in computer programming that has controls in it. Winkel said that some businesses go to outsourcing when it comes to segregation of duties, but we are doing what is necessary when we have two parties sign the accounts payable checks and have timely reports for the board members to review. Next month the final copy of the audit will be presented and voted on.
Clinton County wanted to take this opportunity to thank Liegois and her staff for their performances in this being a good year.
