Chairman Richards called the meeting to order at 6:35. Roll call was taken. Those present were:

Low Moor made a motion to approve the minutes of the October 12, 2006 meeting. Clinton seconded the motion. Motion unanimously carried.
AUDIENCE COMMENTS (none)
Grand Mound made a motion to approve the unanimous consent calendar. Low Moor seconded the motion. Motion unanimously carried.
DIRECTOR OF OPERATIONS AND EDUCATION REPORT
OPEN HOUSE FOR RCC BUILDING: Friday, October 20, 2006, with 60 people in attendance. Speakers included: Roger Stewart, Dave Richards, and Kathleen `Henning of Iowa DNR.
BIOREACTOR: A new motor and electrical panel will be put in place later next week.
IOWA DNR WORKGROUP/COMMITTEE ON OPEN BURNING: Liegois has been asked for our solid waste planning area to be on the committee for open burning. The state of Iowa DNR is looking at possible banning trash burning.
HOLIDAY HOURS (SEE ATTACHED) The landfill will be closed November 23, December 23, December 25, and December 30, 2006, and January 1, 2007.
ENGINEER SITE REPORT C.J. Lage of Barker Lemar
A. MODIFICATIONS TO NEW LANDFILL CELL Liegois asked for new changes to be made to the landfill cell. This would include moving the cell floor up and would save an estimated $400,000.00 in construction cost. The changes in the design for the cell have been sent to the DNR for their approval. Liegois and Lage will present the estimated engineer cost at the December meeting.
B. LEACHATE DISCHARGE 650,352 thousand gallons of leachate were pumped to the City of Clinton’s Waste Water Treatment Plant.

STANDING AND SUB COMMITTEES:
A. EXECUTIVE COMMITTEE (SEE ATTACHED) The committee had a telephone meeting. Items discussed were the bio-reactor motor, the new cell work, and Brian Gay Construction’s request. The committee agreed to recommend to the agency that we go with Brian Gay Construction for another year at the same price.
UNFINISHED BUSINESS:
A. 2005-06 FISCAL YEAR AUDIT – Clinton County made a motion that we accept the 2005-2006 Audit. Clinton seconded the motion. Roll call vote was taken.

Motion unanimously carried. Clifton Gunderson will release the audit to the media tomorrow.
NEW BUSINESS:
A. BIDDING FOR NEW LANDFILL CELL WORK It is in our best interest to go out for bid for the new landfill work. The Engineering costs for preparing the bid will be $9,500. The bid will go out after the first of the year and be due back by early February. Grand Mound made a motion that we go out for bid for the new landfill cell work. Andover seconded the motion. Roll call vote was taken.

EMERGENCY BUSINESS: At next months meeting we will have appreciation for board members who are going off the board.
Delmar made a motion that we adjourn until our next regularly scheduled meeting on December 14, 2006, at the Recycling Center at 6:30. Clinton seconded the motion. Motion unanimously carried. Adjourned at 7:08.
