Chairman Richards called the meeting to order at 6:30. Roll call was taken. Those present were:

Clinton County joined the meeting late.

Clinton made a motion to approve the minutes of the April 12, 2007 meeting. Delmar seconded. Motion unanimously carried.

DIRECTOR OF OPERATIONS AND EDUCATION REPORT

ISOSWO SPRING CONFERENCE UPDATE: Director Seward updated the board on topics discussed. Proposed Chapter 113 changes going to the EPC in June.

ENVIRO KIDS UPDATE: A plan meeting was held. The possibility of making this a regional program was discussed. The kick off for this year’s program is at the Agency June 19^th from 9 till noon.

SCALE OPERATOR’S POSITION: 75 applications were received for this position. Sandy Moon will start next week and work with Shirley Kennedy until the end of the month.

LEACHATE DISCHARGE UPDATE: In April, 378,851 gallons of leachate were discharged. In May, 631,880 gallons of leachate have been discharged.

ENGINEER SITE REPORT - Dave Hruby - on-site supervisor for Barker Lemar

A. LANDFILL CELL PROJECT UPDATE: Hruby reported that the project is fairly on schedule. Trees have been removed, and the top soil has been stripped from the cell area. 17,940 yards of unsuitable soil were moved from an old marsh area in the new cell. Worst case scenario, the additional work and material would cost $88,265, which is still brings the cost of the project under the Engineer’s original proposal. A change order concerning this will likely be coming.

B. SEMI ANNUAL (SPRING) REPORT

1. EAST LANDFILL

C.J. Lage and Seward did the walk through. Observed very little blown litter and noticed no items of non-compliance.

2. WEST LANDFILL

Two small leachate seeps were noticed. Operator plans to patch them soon.

A. CONTRACT FOR DIRECTOR OF OPERATIONS & EDUCATION: Much of the contract is the same as the previous director’s contract, only Seward is taking the singe insurance. Annual salary is $38,000. Delmar made a motion to approve. Andover seconded the motion. Roll call vote was taken.
