CLINTON COUNTY AREA SOLID WASTE AGENCY

DECEMBER 13, 2007

9  PRESENT

 

Seward introduced Weighmaster Sandy Moon to the agency members, and the agency members thanked Pat Bahnsen and Moon for the Hors d’oeuvres.

 

Chairman Richards called the meeting to order at 6:31.  Roll call was taken.  Those present were:

DeWitt made a motion to approve the minutes of the November 8, 2007 meeting.  Charlotte seconded.  Motion unanimously carried.

 

AUDIENCE COMMENTS:  Gary Shellhorn (Clinton) had a question concerning the pilot oil filter program.  He and Seward will discuss this project.

 

Delmar made a motion to approve the unanimous consent calendar.  Grand Mound seconded.  Motion unanimously carried.

 

DIRECTOR OF OPERATIONS AND EDUCATION REPORT

A.     HOLIDAY HOURS:  The landfill will close at noon on December 24th and 31st and will be closed all day on December 25, 2007 and January 1, 2008.

 

B.    CHRISTMAS TREE DISPOSAL:  CCASWA will accept real Christmas trees from December 26, 2007 through January 12, 2008 for disposal.  The trees must be free of tinsel, garland, and other objects.

 

C.    RCC PERMIT RENEWAL & HHW SHIPMENT:  Seward is working on the permit which is up in March of 2008.  He has submitted a letter of extension for the permit application.  The HHW shipment is in process and will be out by the end of the year.

 

D.    JANUARY BOARD MEETING – ELECTION OF OFFICERS/COMMITTEES:  In January the board will vote on officers, and members of the agency can sign up to be on the various committees.

 

E.     MONTHLY BOARD PACKETS – E-MAIL:  The agency members with email access can give Seward their email address and start receiving the agenda via email.

 

F.     DNR CHAPER 113 CHANGES:  Just received the 86 pages of changes and we will discuss this under Emergency Business.

 

ENGINEER SITE REPORT:  C.J. Lage for Barker Lemar

A.     ANNUAL WATER QUALITY REPORTS:  The report that was due November 30th was turned into the department.  Lage reported that there were no red flags from the report.  As a heads up the Chapter 113 new regulations will be requiring 5 base line samplings starting in January.

 

COMMUNICATIONS FROM ANY AGENCY MEMBERS OR THEIR CONSTITUENTS

A.  Public comments on solid waste comprehensive plan & program.  The current plan is up in March and Muscatine, Cedar, Jackson, Scott, and Clinton Counties are each announcing this requirement so as to receive comments on the current comprehensive plan and program. No comments were made.

 

STANDING AND SUB COMMITTEES: 

A.     OPERATIONS COMMITTEE (NOVEMBER 19th MEETING):  The committee met and discussed the commercial waste rates, E-Waste rates, and a proposed long term financial plan.

 

UNFINISHED BUSINESS:

A.                 2006-2007 FISCAL YEAR AUDIT: The audit was presented at last month’s meeting.  Seward noted that staff members are working to address recommendations concerning separation of duties.  Delmar made a motion to approve the audit as submitted.  DeWitt seconded.  Roll call vote was taken.

NEW BUSINESS:

LONG TERM FINANCIAL PLAN –BARKER LEMAR:  Barker Lemar has a planning tool that they use at other landfills in the state.  It is used for the capital improvement plan and when modifications are made it shows the potential long term affect on the budget automatically.  The original plan is $7500 and then each annual update is $1000.  Seward thought that we might want to wait a bit to see what changes the Chapter 113 regulations will bring before we vote on going forward with implementing this plan.

 

EMERGENCY BUSINESS: 

CHAPTER 113 RULE CHANGES:  Received the 86 page document with the rule changes on December 10th.  The DNR wants a plan on how CCASWA will implement these regulation changes by January 31, 2008.  One of the big issues with the regulation changes will be the ground water monitoring and time line.  Seward will be meeting with Barker Lemar next week in Des Moines to discuss what needs to be done to reach compliance with new rules.  Barker Lemar has drafted an assistance proposal and cost will be approximately $6500 for the implementation plan, $8500 for the ground water issues, and $2500 for the gases compliance plan.  Delmar made a motion that we move forward with this plan with Barker Lemar.  Grand Mound seconded.  Motion unanimously carried.

 

DeWitt made a motion that we adjourn until our next regularly scheduled meeting on January 10, 2008, at the Recycling Center at 6:30.  Delmar seconded.  Motion unanimously carried.  Adjourned at 6:55.
