CLINTON COUNTY AREA SOLID WASTE AGENCY

Chairman Richards called the meeting to order at 6:30. Roll call was taken. Those present were:

Clinton made a motion to approve the minutes of the July 12, 2007 meeting. Charlotte seconded the motion. Motion unanimously carried.
AUDIENCE COMMENTS (none)
DeWitt made a motion to approve the unanimous consent calendar. Clinton seconded the motion. Motion unanimously carried.
DIRECTOR OF OPERATIONS AND EDUCATION REPORT
LANDFILL INTERMEDIATE COVER: .In late July, Brian Gay finished the intermediate cover and removed his equipment from the landfill. He has sent his final check.
IOWA DNR SITE VISIT/INITIAL AGENCY RESPONSE (See Attached) On July 16, 2007, the DNR visited the East site. There were no violations, but there were several issues that they wanted us to address. Seward sent a letter addressing those issues to the DNR. One issue was additional containment for the collection of waste oil and our response to spills. We are looking at a waste oil monitor via video monitoring, along with an additional container. Also waste anti-freeze collection needs to be added to our permit.
BIO-REACTOR REPAIRS: .The staff has done all that they can do keep the bio-reactor working, but now an outside agency needs to come and look at the bio-reactor. That agency cannot come until September. The decision has been made to shut down the bio-reactor, get it fixed properly and start it again in 2008.
BI-STATE REGIONAL COMMISSION UPDATE: The commission met yesterday and will be meeting again in September for a goal setting meeting.
ENVIRO KIDS 2007: The last session for Enviro Kids 2007 will be held in August.
ENGINEER SITE REPORT C.J. Lage for Barker Lemar
A. LANDFILL CELL PROJECT UPDATE The liner is down and the project is pretty much done. Seeding will need to be done in the future. C.J Lage will be here on Monday to do a report that will be sent to the DNR. He expects a pretty good turn around time on that report, giving us the approval to continue with the cell.
B. LEACHATE RETROFIT PROJECT: A meeting was held with Gary Shellhorne explaining that with the rainfalls that we have been having and the use of the new cell, that we will need to pump the leachate more often. As long as we give notice ahead of time, Shellhorne did not see a problem with this.
COMMUNICATIONS FROM ANY AGENCY MEMBERS OR THEIR CONSTITUENTS
The representative from Clinton County asked about the possibility of having a satellite collection in the county. Seward will get back to him as soon as he is up to speed on this. The representative also asked about the closed areas of the landfill - what they are used for and if there was ever any consideration of using the acres for conservation?. Right now those acres are green space, but Seward will get back to him on this issue.
STANDING AND SUB COMMITTEES:
A. OPERATIONS COMMITTEE: The committee met on August 2 and discussed many items:
The DNR visit and our response
The leachate retrofit
The Bio-reactor, needed repairs, options for fall and winter
The purchase of the skid loader
RCC storage
Snow Removal
Public drop off area
Provide direct deposit for payroll
The committee was asked to provide Direct Deposit for the employees. This will not be a big item with the bank. Paydays will be the 1st of the month and the 16th. The Operations Committee recommends to the agency that we supply direct deposit for the employees.

NEW BUSINESS:
A. DIRECT DEPOSIT – RESOLUTION OF SUPPORT: Clinton made a motion to offer direct deposit to the employee of the Clinton County Landfill. Clinton County seconded the motion. Motion unanimously carried.

Charlotte made a motion that we adjourn until our next regularly scheduled meeting on September 13, 2007, at the Recycling Center at 6:30. Delmar seconded the motion. Motion unanimously carried. Adjourned at 6:55.
