Clinton made a motion to approve the minutes of the March 8, 2007 meeting. Delmar seconded the motion. Motion unanimously carried.

DIRECTOR OF OPERATIONS AND EDUCATION REPORT

BRIAN GAY CONSTRUCTION UPDATE Improvements have been made and are continuing. Director Seward will continue to monitor the situation. Money will not be withheld from the monthly payment.

ARRIVAL OF LANDFILL CELL MATERIAL Some of the material for the new cell has arrived and more is expected next week.

BIOREACTOR & RCC PAINT CAN CRUSHER Both are up and running as of March 28^th.

ISOSWO SPRING CONFERENCE Seward plans to attend.

LANDFILL OPERATOR TRAINING Seward will be attending this training on May 22^nd through May 24^th.

ENGINEER SITE REPORT C.J. Lage of Barker Lemar

A. BID TABULATION FOR LANDFILL OPERATION & MAINTENANCE CONTRACT: Received three bids and recommends the lowest responsive bidder, Progress Contracts, for $900,000.

STANDING AND SUB COMMITTEES:

A. OPERATIONS COMMITTEE: Met on April 5, 2007, and went over the landfill operation and maintenance bids.

B. PERSONNEL COMMITTEE Met April 5, 2007 to discuss advertising, accepting applications and interviewing for the Weighmaster/Office Assistant position. Would like to have someone hired and able to train in May.

UNFINISHED BUSINESS:

A. LANDFILL SITE OPERATION AND MAINTENANCE RECOMMENDATION

Delmar made a motion that we accept the recommendation of the Operations Committee to go with Progress Contracts. Clinton seconded the motion. Roll call vote was taken.
